Mr. Brannan has represented clients in matters across Texas and throughout the country. His areas of concentration include legislative, administrative and regulatory law, as well as, insurance and labor law. He has experience in commercial and insurance litigation as well as medical malpractice defense.
Mr. Brannan regularly authors the Texas Bar Journal’s “Texas Legislature in Review” section on insurance law. He has been published or quoted in at least 16 periodicals, including the Wall Street Journal, the Texas Bar Journal, Texas Lawyer, the Dallas Morning News, the Houston Chronicle, and the Austin-American Statesman. He is a sought-after speaker on diverse topics and has served on numerous boards and commission.
His prior experience includes more than a decade in the executive branch of Texas state government. A three-time gubernatorial appointee, Mr Brannan was appointed by both Governors Rick Perry and Greg Abbott to be the Commissioner of Workers’ Compensation at the Texas Department of Insurance. leading a state agency with over 600 employees and a biannual budget of more than $100 million. Prior to his appointments, he served as an advisor to Governor Perry on a broad range of policy and budgetary issues.
Ryan’s cumulative experience on budget and policy issues includes appropriations and procurement, insurance, public health, tort reform, consumer finance, transportation and infrastructure, water rights, land use, eminent domain, gaming, racing, electricity, and telecommunications. Apart from his law practice, Ryan is a successful lobbyist outside the firm, and is ranked as a top agency leader lobbyist by the Texas Lobby Power Rankings. He enjoys being able to offer the added benefit of working to affect the law through legislation or regulatory action when those avenues are advantageous to his clients.
